I have made amendments in paragraphs 2 and 4 of the draft to which I hope you will agree.

I am afraid that, even for this purpose, I cannot accept Mr. Serpell's interpretation of the arrangement that was made concerning contributions by the Civil Governments towards the cost of military administration. I would not mind paragraph 5 of the draft being deleted altogether. But I do not think that we should agree to it in its present form.

The only other point I have on the draft is that I should think that we had better omit the last two sentences which Mr. Boss has added to paragraph 7, or, alternatively, replace them by an addition to the first sentence of some such words as "so that the financial position of the Colony may be further considered here", unless, of course, Mr. Serpell is agreeable to Mr. Boss's addition.
